Dear Mr. Gavinelli,
killing of strays in Romania nowadays is a shame for Romania, but since Romania is a member of the EU, it is also a shame for the Community.
It seems to me, that the documents of the EU which have been designad to improve the animal protection in Europe were brought without a serious desire to ensure their implementation in practice.
How is otherwise to explain that the principle of "animals as sentient beeings" as anchored in the Treaty of Lisabon, the most important document of the EU, is beeing ignored? By not reacting to mass killings of strays in Rumänia, the EU admits that it is unable to apply this principle in practice when it comes to it.
Or, how should we understand the Resolution of the 5 May 2010 on evaluation and assessment of the Animal Welfare Action Plan 2006-2010 (2009/2202(INI) where there has explicitly been stated that the protection of the Community is to be expanded to pets and strays as well?
Should these documents, which took months to be accomplished, be simply ignored? If so, than, to my opinion, it was a wast of time and a wast of tax payers` money to create them.
By these documents, the EU clearly, at least formally, took over the responsibility to control that the animal protection policy of the members comply to the principles of the EU which, by their legal strengt (inspite of not beeing a law themselves)are of a higher rank than a national law of a country which by its own will entered the membership and accepted the rules of the Community. In the situation when this principles are strogly violated, the EU must take action. It is its right and its duty at the same time.
Even if the protection of pets and strays is further in the competence of members countries, they are not unrestricted in their acting and cannot violate the highest principles of the international law- the EU law system.
We hope that the EU will act and prevent this crime over stray animals.
